Standard land values

In accordance with § 196 BauGB and § 14 of the Saarland's Expert Committee Ordinance (GutVO), the Expert Committee has the legal mandate to determine and publicly announce standard land values every two years on 1 January.

Standard land values are average location values. These values relate to the square metre plot area, which are determined by the expert committee for land values in accordance with Section 196 of the German Building Code for a number of properties with essentially the same usage and value conditions. In built-up areas, the standard land values are determined using the value that would result if the land were undeveloped.

When determining the standard land values, so-called contaminated sites (e.g. contamination of the subsoil), encumbrances and restrictions entered in the land register, entries in the register of building encumbrances, unfavourable soil conditions (e.g. embankments), the value of existing buildings, plantings, etc. are not taken into account.

Standard land values have no binding effect. Legal claims with regard to building planning or building regulations law (e.g. buildability of a property) or vis-à-vis the agricultural authorities cannot be derived from the standard land values.
