Service description
The expert committee provides independent expert opinions with a high level of expertise on the market value of developed and undeveloped properties and rights to properties (e.g. usufruct, heritable building rights, etc.) in accordance with Section 194 of the German Building Code.
Any owner can apply to the relevant office for an expert opinion on the market value of their own property or property rights, house or condominium. Authorities, municipalities, courts, holders of rights as well as tenants and leaseholders can also request an expert opinion.
The owner concerned always receives a copy of the report.
Prospective purchasers can also apply for appraisals for the property they intend to buy. However, they require the owner's consent for this.
The market value of the property is determined in a private meeting by at least three experts on the basis of the purchase price collection, the standard land values, a site inspection and other important property-related data.
Once all the necessary documents are available, a recording meeting is first held in preparation for the valuation. The decision, including the site inspection, is made in a non-public meeting of the expert committee.
What fees are charged?
Fees are charged for the preparation of the expert opinion. These are essentially based on the amount of the market value determined. Sample calculations can be seen in the tables (see application).
If, in connection with the preparation of the expert opinion, additional work is required that goes significantly beyond the usual scope (e.g. missing construction documents, depreciation on various reporting dates, etc.), the resulting fee must be increased by 10 to 100 per cent, taking into account the additional work involved.
