Declaration on accessibility

This declaration on accessibility applies to the website of the administration of the Saarpfalz-Kreis district, Am Forum 1, 66424 Homburg, published at https://www.saarpfalz-kreis.de/.

The Saarpfalz-Kreis is a non-federally directable organisation at state level and qualifies as a public authority within the meaning of the Saarland Equal Opportunities for Persons with Disabilities Act (SBGG). As such, we endeavour to make our websites and mobile applications accessible in accordance with the provisions of the Saarland Disability Equality Act (SBGG), the Barrier-free Information Technology Ordinance(BITV 2.0) for the implementation of Directive (EU) 2016/2102 and the Ordinance to the Act on Equality for People with Disabilities in Saarland (Saarland Disability Equality Ordinance - SBGVO).

This declaration applies to the web portal of the Saarpfalz-Kreis administration, but not to linked and external content beyond its control. This declaration also does not apply to other integrated external portals for Saarpfalz-Kreis services (e.g. licence plates, Saar citizen services, interactive household, etc.).

1. status of compatibility with the requirements

The accessibility requirements arise in particular from Sections 12a (1), 12b, 12d SBGG and Section 9a (2) SBGVO.

The website https://www.saarpfalz-kreis.de/ is partially compatible with the aforementioned requirements.

The content listed below is not (yet) accessible for the following reasons:

In some cases, links are provided to information pages and forms in PDF format that are not compatible with the success criteria of the underlying European harmonised standard EN 301549 with reference to the referenced WCAG 2.1. This barrier is due to the lengthy and piecemeal implementation of the legal requirements. The content and forms are gradually being replaced by accessible versions.

3. arbitration procedure

If no satisfactory solution has been found following your feedback to the above-mentioned contact and you feel that a right under the SBGG has been violated, you can contact the arbitration board in accordance with § 17 SBGG. The arbitration board has the task of supporting an out-of-court settlement of disputes between people with disabilities and public bodies on the subject of accessibility. The arbitration procedure is free of charge. No legal assistance is required. The details of the conciliation procedure are set out in the conciliation regulations. 4. reference to the State Commissioner for the Interests of Persons with Disabilities

The State Commissioner for the Interests of People with Disabilities is Mr Michael Schmaus. He was elected by the Saarland State Parliament on 7 February 2024 and has been in office since 1 March 2024. Further information can be found on the Saarland state parliament website.

5. reference to the right to sue as an association

We would like to draw your attention to the right to bring an action in accordance with Section 16 SBGG. This right exists in accordance with Section 16 (1) SBGG, in particular in the event of violations of Section 12a SBGG.
