New registration of a vehicle from abroad (not EC)
Service description
You have purchased a brand-new vehicle outside the European Community.

Which documents are required?
- valid identity card with current address or current registration confirmation or valid passport with current registration confirmation
- for legal entities and companies: Extract from the commercial register, business registration, ID of the person authorised to sign (managing director, authorised signatory)
- Power of attorney for authorised representatives and their ID or passport (also applies to spouses)
- SEPA direct debit mandate for vehicle tax
- For minors: Declaration of consent from the parent or legal guardian and driving licence or severely disabled person's pass
- Invoice or purchase contract
- EEC Certificate of Conformity (COC) or expert opinion according to §21 StVZO of the officially recognised expert, if applicable, exemption granted by the government (e.g. Ministry of Economics, Labour, Energy and Transport)
- Foreign registration certificates already issued
- Electronic insurance confirmation eVB (no insurance contract or policy)
- Customs clearance certificate
- Declaration of a new vehicle (non-EU) from the dealer
Please note: If exemptions from the StVZO have to be granted, the licence can be issued on the following working day at the earliest!
Important: The purchase contract must state that the vehicle is new.

What fees are charged?
Any fees incurred are charged on the basis of the Fee Regulations for Road Traffic Measures (GebOst).
