Driving licence system
Service description
The driving licence department is responsible for processing new licence applications. Please note the following:
When your driving licence is revoked, your previous driving licence expires. You must reapply for your driving licence and thus for a new driving licence. A new driving licence can be issued for the categories that you already held before your driving licence was revoked.
The criminal court has not decided in the criminal proceedings whether you will receive your driving licence again after the expiry of the suspension period. The suspension period merely determines the earliest date from which the driving licence authority may issue you with a driving licence again, and before any new driving licence is issued, the driving licence authority must check whether you are fit to drive again or whether there are concerns about your physical, mental and character suitability.
If there are any doubts about suitability, in particular taking into account all known traffic offences and/or criminal offences, the authorities may require a medical-psychological examination (MPU) at an officially recognised assessment centre for driving suitability (BfF). However, this will be decided on a case-by-case basis.
Who should I contact?
You submit your application to the driving licence authority responsible for your place of residence (city or municipal administration). If you live in Homburg or Kirkel, the application is submitted directly to the driving licence authority of the Saarpfalz district.
Which documents are required?
After your driving licence has been revoked, the driving licence authority will carefully check whether you are physically, mentally and character-wise suitable to drive a motor vehicle again.
As a rule, the same regulations apply to the re-issuing of a driving licence as to the initial issuing of a driving licence. A new driving licence test is only required if it must be assumed that you no longer have the knowledge and skills required to drive a motor vehicle.
The following documents must be submitted in any case:
- Recognised proof of first aid training
- Identity card/passport, if necessary with registration certificate
- new photograph (bust photo 45 x 35 mm according to passport regulations)
- Penalty order or court judgement with final judgement
- For new licences for categories A, A1, A2, AM, B, BE, L or T: additional eye test certificate
- for new licences for categories C1, C1E, C, CE, D1, D1E, D or DE: additionally:
- Certificate of a general medical examination (examination according to Annex 5 FeV)
- Certificate or attestation of eyesight (examination in accordance with Annex 6 of the FeV)
In addition: As part of the application process, the authorities will request a current extract from the driving aptitude register of the Federal Motor Transport Authority, a current police report from the state police headquarters and a certificate of good conduct for submission to the authorities.
What fees are charged?
The driving licence authority charges fees in accordance with the scale of fees for road traffic measures (GebOSt).
The current fees are as follows:
- Fee for the application see No. 145 + 201 of the GebOSt: € 8.40
- Fee for certificate of good conduct at the relevant citizens' office: € 13.00
- New issue of a driving licence according to No. 202.3 of the GebOSt: € 180.00
+ corresponding fee for KBA according to No. 126.2 of the GebOSt: € 1.00
or according to No. 126.1 of the GebOSt: € 1.80 (trial period)
Note: Any costs incurred for certificates, expert opinions, etc. that may be required are to be borne by you.
What deadlines do I have to observe?
The application for a new driving licence can be submitted to the driving licence authority responsible for the place of residence at the earliest 6 months before the expiry of the suspension period.

The application can only be made in person at the competent driving licence authority (identity verification, signature required).

When do I have to go to the MPU?
Important: The following are examples and are not exhaustive:
- If the driving licence has been repeatedly revoked
- Withdrawal due to an offence in connection with road traffic
- There are indications of a high potential for aggression
- With regard to narcotics and / or medicines
- For alcohol problems:
- Repeated alcohol-related offences in road traffic
- Drunk driving with a blood alcohol concentration of 1.6 per mille or more or a breath alcohol concentration (BAC) of 0.8 mg/l or more
- other indications of habitual alcohol abuse (here: MPU under 1.6 per mille also possible) or
- Indications of alcohol dependence
You will be informed in writing whether a medical-psychological examination and/or a medical examination is actually required in your case after receipt of the complete application documents.
The driving licence department is also responsible for aptitude tests, multiple offenders (points) and novice drivers on probation.
