District Social Service (BSD) of the Youth Welfare Office
Service description
The district social service is part of the youth welfare office and the point of contact for parents, children and young people in parenting and conflict situations. For example:
- Educational issues
- Separation and divorce situations
- Family crises
The legal basis for this is the Children and Youth Act (SGB VIII) and the German Civil Code (BGB). The new Integrative Child and Youth Welfare Act (IKJHG) has already been implemented in individual phases. Among other things, it includes parts of SGB IX with the aim of offering help from a single source for children with or without disabilities.
The employees of the district social services are trained social pedagogues and/or social workers with state recognition. They provide support with problems on site and organise services.
Procedure
Counselling by the district social services can take place at the family's home or at the youth welfare office.
It is recommended that you make an appointment by telephone. Counselling by the district social services is free of charge and is subject to social data protection.
In order to receive youth welfare services, an application must be submitted in advance to the responsible district social service.
What fees are charged?
Counselling is free of charge.

The tasks of the district social services include
- Counselling on educational issues and family conflicts
- Mediation of offers in the district as well as support offers for education in the family
- Support through the provision of individual educational assistance (outpatient to inpatient)
- Cooperation with services and facilities of independent organisations in the socio-spatial environment
- Cooperation with the specialist services of the youth welfare office (foster child services, school social workers, psychological counselling centre, etc.)
- Participation in youth welfare planning - and statistics
Another important task of the district social services department is to assist with family court proceedings, such as contact and custody proceedings.
A special task of the district social services is the child protection mandate. This means that in the event of an acute risk to the child's welfare, the district social services department is obliged to protect children and young people and, if necessary, place them outside the family (with a suitable person, in an institution or in another form of supervised accommodation). The aim is to protect the child or young person and bring about a resolution to the conflict or crisis situation.
Another important task of the district social services is youth court assistance. It supports and accompanies young people (aged 14 to 21) in court proceedings. The legal basis for juvenile criminal law is the Juvenile Courts Act (JGG).
Furthermore, young adults aged between 18 and 21 can make use of the counselling services of the district social services in emergency situations.
