Basic security / assistance with living expenses in special forms of housing
The 3rd reform stage of the Federal Participation Act came into force on 1 January 2020: integration assistance was separated from social assistance and incorporated into SGB IX. This is associated with the separation of the specialised benefit (integration assistance) from the benefits that secure a person's livelihood (basic security or assistance with living expenses). The previous inpatient facilities for integration assistance became special forms of accommodation.
A tenancy agreement must be concluded with the previous institution in order for the need for accommodation and heating to be recognised.
A separate bank account must be set up for the payment of living benefits.
Direct payment of the costs for accommodation and heating to the residential facility is possible if the necessary declaration of consent is submitted with the application.
Which documents are required?
You will need to complete an application form.
You can obtain this application from your local social welfare office. The application must
- complete
- filled in truthfully
- signed by yourself
- dispatched or
be delivered.
You must provide all facts and evidence necessary for processing.
If available, the following documents must be enclosed with the application:
- Certificate of appointment or (general) power of attorney
- Severely disabled person's pass
- Tenancy agreement or contract in accordance with the Housing and Care Contract Act
- Wage statements for employment in a WfbM (December payslip),
- Information on whether lunchtime catering is used in the WfbM
- Pension notification, notification of initial authorisation and current pension adjustment
- Child benefit notice
- Proof of health insurance
- other proof of income
- Bank statements (for the last 3 months)
- Current proof of assets for savings accounts, equity funds, fixed-term deposit accounts, building society savings contracts, life and death benefit insurance policies, etc.
- Proof of funeral provision / death fund
- Proof of insurance policies taken out (household contents/liability insurance)
- Proof of maintenance title
Medical certificate regarding e.g. special diet, need for care, etc.
