Henrico County
On 5 May 1997, former District Administrator Clemens Lindemann and County Manager Virgil R. Hazelett signed the official certificate for the partnership between Saarpfalz-Kreis and Henrico County, an area authority in the American state of Virginia comparable to the German county.
"We want to overcome national borders and learn from each other in our mutual interest," reads the partnership document. Henrico County, located in the north and east around Virginia's capital Richmond, is known for its progressive school policy and successful economic development.
Encounters between and with people, learning from each other and mutual understanding are the basis of the partnership. Information events and exchange programmes have brought the partnership to life for over 25 years. Personal meetings and regular correspondence between County Manager John A. Vithoulkas and District Administrator Dr Theophil Gallo have further strengthened the friendly relationship and laid the foundations for an in-depth professional exchange at administrative level, e.g. with regard to the organisation of the fire service, police and civil protection.

Henrico County is also an alliance partner of the "International Alliance for Peace and Cohesion in Europe".
