The Saarpfalz district has enjoyed a close partnership with the Département de la Moselle for 20 years now. On 13 May 2002, a cooperation agreement was concluded with the aim of expanding and intensifying cross-border cooperation in the long term, with a particular focus on institutional integration, the establishment of joint tourism concepts and the networking of natural and cultural offerings. In August 2017, the contents of this agreement were updated and confirmed by a new partnership document.

The successful realisation of the jointly set goals is exemplified by the lighthouse project "European Cultural Park Bliesbruck-Reinheim" (EKP) . After decades of cross-border planning and development, the development of innovative visitor concepts and permanent exhibitions as well as the successive integration of administrative structures have succeeded in increasing the tourist appeal of the European Cultural Park on both sides of the "interface" between Germany and France and establishing it as a place of active Franco-German friendship in the border region. The declared aim is to further develop the European Cultural Park into a centre for Franco-German cooperation and, in addition to its cultural and tourist orientation, to focus on the systematic promotion of language skills in line with the state government's France strategy.

The Moselle department is also an ally of the "International Alliance for Peace and Cohesion in Europe".
